PORTSMOUTH, Va. — Coast Guard members held a change of command ceremony here Monday.

Capt. Joel D. Dolbeck relieved Capt. Frederick J Sommer as the commanding officer of Coast Guard Base Portsmouth. Sommer retired after serving 27 years in the service.

Dolbeck reported from the Acquisition Directorate at Coast Guard Headquarters in Washington, D.C., where he served as the 45-foot Response Boat - Medium project officer.

Base Portsmouth provides base utilities, building and grounds maintenance and enforces environmental responsibilities for the base. Base Portsmouth also provides shore services to homeported and visiting vessels, manages shipping and receiving, warehouse facilities and base security.
